Le Sénégal connaît une forte dynamique de croissance démographique alors que l’offre de services sociaux et les possibilités d’insertion dans le marché du travail sont très réduites notamment pour la population jeune. Les politiques à fort contenu social peinent à se traduire en résultats tangibles : la pauvreté, les inégalités sociales ainsi que les disparités territoriales restent préoccupantes, mettant en évidence l’urgence d’améliorer de manière durable les conditions de vie des populations. Aussi, la perspective d’atteindre tous les OMD à l’horizon 2015 s’éloigne de plus en plus, notamment pour les secteurs de la santé, de l’éducation et de l’assainissement. D’un point de vue macroéconomique, la bonne trajectoire de croissance post dévaluation s’est infléchie depuis 2006 suite à l’essoufflement des moteurs traditionnels et l’absence de nouveaux leviers de croissance et d’exportation. Avec une croissance atteignant rarement 5%, le Sénégal est en retrait par rapport à la bonne dynamique dans la sous-région ouest africaine et attire peu d’investisseurs dans les secteurs stratégiques et les infrastructures structurantes. La faiblesse de la productivité et le poids du secteur informel (plus de la moitié du PIB) constituent une contrainte à la transformation structurelle de l’économie.
