El presente informe, como también el proceso GEO Uruguay, analiza la situación ambiental del Uruguay, la cual –como es de conocimiento público–, es consecuencia de una acumulación de presiones sobre el ambiente y políticas públicas producidas durante un período de tiempo que excede largamente un lustro. Asimismo, tanto las recomendaciones como las preguntas que se formulan, están concebidas para un horizonte temporal de corto, mediano y largo plazo.
