dc.descriptionThis report is a terminal evaluation of a UNEP GEF project implemented between 2002 and 2007. The overall goal of the programme was to overcome the barriers to clean and sustainable energy supplies by creating a business-oriented environment to meet the energy needs of the rural poor in five countries of Western and Southern Africa in the aim to contribute to the sustainable development and prosperity of the participating nations. This terminal evaluation sought to determine the extent to which the programme objectives were achieved, or are expected to be achieved, and whether the project has led to any other positive or negative consequences.
