UN Environment Evaluation Office (2009)

This report is a terminal evaluation for a UNEP-GEF project implemented between 2002 and 2009. the project’s objectives were to create an environment at the regional level, in which collaboration and partnership in addressing environmental problems of the South China Sea, between all stakeholders, and at all levels is fostered and encouraged; and to enhance the capacity of the participating governments to integrate environmental considerations into national development planning. The evaluation seeks to assess the actual performance and results of the SCS project against the planned project activities and outputs at the regional, national and local levels. It focuses on the seven-year implementation phase, but includes an assessment of project design, and also makes recommendations related to the project’s post-implementation period.
