This is a terminal evaluation of a UNEP GEF project implemented between 2010 and 2014. The Project's purpose was to support the Government of Uganda (GoU) in producing empirical evidence on the effectiveness of the PES scheme(s) in order to develop a replication strategy in other areas of the country at risk of deforestation and to attract other buyers to participate, and. The Terminal Evaluation (TE) was undertaken to assess project performance (in terms of relevance, effectiveness and efficiency), and determine the degree of achievement and/or likelihood of outcomes and impacts (actual and potential) stemming from the Project, including their sustainability.
