Overall the objective of the project was to improve access to science, on the basis that more exploitation of science would improve the overall environmental impact of IW.The evaluation sought to assess: the strategic relevance of the project; the design and effectiveness of the scientific analysis; the financial records of the project including co-financing and funding sources; the M&E deign and implementation; complementarities with UNEP and GEF strategies; and the legacy elements of the project
