Terminal Evaluation of the UN Environment/Global Environment Facility Project: Capacity Building for the Implementation of the National Biosafety Framework of Swaziland

This report is a terminal evaluation of a UN Environment project implemented by the Division of Environmental Policy Implementation. The overall goal of the project was to facilitate Swaziland’s compliance with and the implementation of the Cartagena Protocol on Biosafety through the building of specific biosafety capacities as per identified stakeholder needs in order to empower Swaziland to effectively and efficiently implement its National Biosafety System (NBF). The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UN Environment and their implementing partners including the relevant agencies in the project participating countries.
