Evaluation of the Project: UN Environment/UNDP/WRI Green Climate Fund (GCF) Readiness Programme

This report is an evaluation of a UN Environment/UNDP and World Resources Institute project which began in 2014 and had an intended completion date of December 2017. The evaluation was designed and launched as a Terminal Evaluation but as the project was extended to December 2018 during the course of the evaluation, it is now presented as an interim evaluation. The project's overall development goal was to “to prepare countries to access, manage, deploy, and monitor scaled-up financing through the Green Climate Fund”. The initiative works in nine countries: Benin, Colombia, El Salvador, Fiji, Ghana, Kenya, Nepal, Philippines and Uzbekistan. Brief case studies on the three countries who hosted evaluation missions (Colombia, Ghana, Kenya and Nepal) are held by the UN Environment Evaluation Office. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing that could be applied as the project moves towards its completion.
