The ultimate purpose of training in environmental administration is to foster the attitudes and values, and develop the skills and knowledge consistent with and necessary for attaining these objectives, and the integration of conservation and development. Fundamental to this training are the concepts of conservation and development as defined in the World Conservation Strategy (WCS), and it is recommended that the reader refer to this document in conjunction with the present guide.
