Establish the Financial Rules and Procedures to the Barcelona Convention, which supplement the UN/UNEP Financial Regulations and Rules and adopt the UN/UNEP Financial Regulations and Rules and the specific procedures for the operation of the Convention, its Protocols and its subsidiary bodies as well as for the operation of the Convention Secretariat.
